The right idiom is: permit smb to do. I didn't find such constraction at this sentence.
Can you explain your position about this idiomatic question?

Yes, often you can say "permit smb (noun) to do (infinitive)"
But you can also say
"permit noun"

Have you heard the saying "smoking not permitted"
This is a similar format to the question

D - can be crossed off (second pass) because it's wordy.
Giving compensation to...is not necessarily wrong, but it would be more concise to just say compensating, as it is in A

Be careful, "damage to" and "damage of" have two different meanings.
