John Kennedy and his Cabinet met in October 1962 to consider a possible Russian effort to station weaponry in Cuba and how they would have to act militarily to deal with them.

a.how they would have to act militarily to deal with them

b.how to deal with them if military action would be necessary

c.what would be necessary militarily for dealing with such an event

d.what military action would be necessary in order to deal with such an event

e.the necessity of what kind of military action to take in order for dealing with it

a and b are out because of pronoun error - them[/spoiler]
I'm not sure that my reason of eliminating c and e is correct. I've eliminated them because of continuous tense. Can someone clarify this doubt?
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

My answer would be D

I eliminate A &B because the event is singular
E for including necessity
And C because it uses for before deal
