C is :

Here I am not clear how 'more than that of almost any other English book ever written' is related to the rest of the sentence.
ie. Is it a modifier or something else ??
Also in 'more than that' ----- that is referring to what ??

The skeletopn of the sentence is:

By the year 2000, A Tale of Two Cities,<modifier that modifies 'A Tale of Two Cities'> , had around 200 million copies in print, more than that of almost any other English book ever written.

more than that of almost any other English book ever written modifies the previous clause before comma.
that
refers to copies and not print. This is because as we all know the pronoun can not refer to the noun that is object of preposition: in print

Even I was thinking on the same line

But the confusion is :

how that(singular) can refer to copies(plural) ?

It should be

more than those of almost any other English book ever written.
