The declining revenue at Xenon Industries during the first quarter has prompted executives to reassess the company's marketing and distribution strategies for the new product line.

IMO B

A The declining revenue --> It seems that (declining)revenue has prompted ....(X) but actually the event (decline of revenue) has prompted .. X
B The declining of revenue
C Declining revenues --> subject revenues, verb 'has'
D Due to declining revenues --> Not a complete sentence, no subject
E Due to the declining of revenue --> Not a complete sentence, no subject

verb agreement issue, as I mentioned earlier.

ruled out D and E due to awkward construction
due to ---- has prompted
ruled out C due to usage of revenues rather than revenue ( a single quarter)

was confused between A and B
B seems awkward The decline of revenue seemed somewhat right to me rather than The declining of revenue.
(A) stands out without a fault .

The declining revenue, the rising cost are correct usages and not the declining of revenue or the the rising of the cost.
