A split infinitive is some thing that occurs when the some thing modifying the verb or a different words gets in between the infinitive and verb

To quickly run is wrong and split infinitive

To run quickly is right.

This is explained in MGMAT and MGMAT says that this concept will NOT be tested on GMAT.

to+verb is the correct form we should be looking for.

also please check for parallelism whenever there is an "and" in the sentence. (if there is a list of nouns and verbs, then the choice would be incorrect)

d. people to effectively (adverb)-----and to be (verb)

e. people to manage (verb)......and to be ------(verb)

so e. must be the correct choice 8)
