Downzoning, zoning that typically results in the reduction of housing density, allows for more open space in areas where little water or services exist.

(A) little water or services exist
(B) little water or services exists
(C) few services and little water exists
(D) there is little water or services available
(E) there are few services and little available water

OA: E

P.S: Although I got the OA right but the sentence structure appears to be bit weird. (It seems that as all other options are wrong, E stands out to be the best of the lot )
@Experts - could you please provide an analysis of this OG SC ?

A, B and D: little...services
Here, the implication is that the services are of a SMALL SIZE.
Not the intended meaning.
Eliminated A, B and D.

In C, exists (singular) does not agree with few services and little water (plural).
Eliminate C.

The correct answer is E.

Thanks Mitch.

But as I said earlier it seems that as all other options are wrong, E stands out to be the best of the lot despite it seems to be bit weird in meaning/style!
