what does "in long over due in recognition" mean?

C and E both are contender for right answer but C has one problem which makes E the right answer.

"which" in C can modify either Medal or honor and this makes it inferior to C.

As far as "long overdue in" in C is concerned, it modifies nearest "highest military award"

whereas "in long overdue.." in E modifies preceding verb "were awarded"...
So usage of "long overdue" in both C and E is okay as they convey intended meaning in same way.
