We should not assume that there are just 2 newspapers available. Lets say the other category is "Other". So this question will be a Sets problem with 3 variables.

Total = A + B +C - A and B both - B and C both - C and A both + common to A, B and C - Neither

Statement 1) We dont know the number of A,B, C and other variables. this is not sufficient.

Statement 2) We dont know the number of C and other variables. this is not sufficient.

St 1 + St 2) We dont know the number of C and other variables. this is not sufficient.

Clearly, E is the answer
