Gmat Test 1st RC at what quest number

Can someone who has taken the test please tell at what Quest Number does the first RC appear.
My friend scored 47 on Quant and 16 on Verbal.She has been studying hard and has been referring to the best guides Powerscore CR,MGMAT SC ,OG but is still not scoring well on gmat preps.She recently scored 510 ( 47 Q 16 V) ?
Any Suggestions or advice are welcome and would be highly appreciated.

Dude you yourself are a veteran in this field. Could it be possible that her English fundamentals are not in place.
