From duty assignments...to Y. Now, Y has to do with work and not living beings.

(A) to the staff of - duty assignments is not equal to staff
(B) to those who staff - duty assignment is not parallel with those who staff
(C) to the staffing of - duty assignments and staffing both talks about work
(D) and staffing - non-idiomatic
(E) and the staff of - non-idiomatic
Though I am not completely satisfied with C, but, to me, that's the best option among the lot.

A-Lacks parallelism
B-those who -no referrrent ...also staff means actual crew and staffing means arranging the crew

we need staffing as based on sleep work cycles, staffing can be planned

C-offers to the correct meaning and sets the required parallelim

staffing is parallel to ranging

I agree with iamcste on all points except the following
staffing is parallel to ranging
Staffing is not parallel to ranging. 'The staffing' is parallel to duty assignments'.

Choice C uses 'The staffing'. Adding an article before the '-ing' form makes the '-ing' form to a noun phrase. So a noun is parallel to another noun.

Also in the idiom ranging from X to Y, Y should be parallel to X and not ranging.

I agree that C sounds best. But why is staff in answer choice A also not parallel? Is it because assignments and staffing are action nouns whereas staff is not?

I am just searching for the logic behind eliminating A.

Staff and Duty assignments are logically not parallel

Staff means actual crew and staffing means planning work for the crew, resourcing

hence "staffing" would be logically and grammtically parallel to "Duty assignments"
