Is fewer than correct for percentages?

In the last option isn't as well redundant?

For the question posted as an image, all the answers seems to be wrong..

Fewer can be used with percentages in case the subject in discussion is countable. Are you asking specifically for the usage of "fewer than". If yes, can you please post some question related to this context.
