One of the "Singular" or "Plural"

Dear Experts

The below are two statements. Please explain why in case one of the has plural and in other case singular

1. 22 feet long and 10 feet in diameter, the AM-1 is one of the many new satellites that is a part of 15 years effort of subjecting the interactions of Earth's atmosphere, oceans and land surfaces to detailed scrutiny from the space.

2. Not one of the potential investors is expected to make an offer to buy First Interstate bank until a merger agreement is signed that includes a provision for penalties if the deal were not to be concluded.

Focus on the MEANING.

Conveyed meaning:
Of the MANY NEW SATELLITES THAT ARE part of a 15-year effort, the AM-1 IS ONE.
Here, many new satellites ARE part of a 15-year effort.
The AM-1 is one of these satellites.

2. Not one of the potential investors is expected to make an offer.

Conveyed meaning:
Of the potential investors, NOT ONE IS EXPECTED to make an offer.
Here, there is a group of potential investors.
NOT ONE of these potential investors IS expected to make an offer.
