If we were comparing the masses, we would use "to be".

For example:
The mass of the Moon is estimated to be 1/100th the mass of the Earth.
If we were comparing the objects, we use "has"/"have" or "to have".

For example:
The Moon has approximately 1/100th the mass of the Earth.

or

The Moon is estimated to have 1/100th the mass of the Earth.
