While all states face similar industrial waste problems the predominating industries and the regulatory environment of the states obviously determines the types and amounts of waste produced, as well as the cost of disposal.

This one is basically a Subject-Verb Agreement.


Subject : the predominant industries and the regulatory environment

Verb : determine

Both are plural.

So E

the highlighted sub and verb does not agree

(B) each state singular sub faces a similar industrial waste problem, their plural pronoun predominant industries and regulatory environment obviously determine

the sub pronoun does not agree

sub+verb error

only (E) uses correct singular verb form determine...

Choice B has used each.. with " their".. hence rejected.

I think the subject in this case is plural . the predominant industry and the regulatory environment.

Hence the verb should also be plural = determine.

Hence E is the correct answer

If we go by comparisons, then we are comparing states with the industries in choice E. Pl remind me where I am wrong.
