The correct option should be D as the US navy is singular and will be referred to as 'it'. Thus, A & B can be eliminated. Option E is present continuous while the question talks about a matter of general fact. Thus, E can also be eliminated. Option C "Rarely it has" is passive and talks about the past. Thus, D is the correct answer.
