The partition which the two ministers made of the powers of government were singularly happy.

This sentence is grammatically wrong. Correct answer given is
The partition which the two ministers made of the powers of government WAS singularly happy.

But even correct one seems to have an error , WAS is referring to partition and it seems sentence is conveying that the partition was singularly happy.

The partition is made up of the powers of government. So, it can not refer to people. (in which case there could be a possibility that the group of people are not acting as a group.)

So, i think you are correct vikram4689.
