Option A: Wrong
This certain option specifies that the statement is a supposition. An assumption that the schools do not have sufficient computers. The use of the word ''or'' cancels it's specificity. The statement is hence invalid.

Option B: Wrong
Here, the use of ''nor'' makes the entire statement unambiguously negative. It means that the schools do not have, emphasis on NOT. Another invalid position.

Option C: Wrong
This option seeks to choose between two line statements which seeks to separate opinion from speculation. Unfortunately, it's just a case of semantics that the verb ''are'' appears herein, offers nothing much really to the sentence.

Option D: Right
''Nor are they''. This statement seeks to explain that ''many schools do not have'' which is already established a fact in specifics, and they ''won't have enough''. This statement is specific, straight forward without ambiguity. It seeks to explain the writer's mood that no plan has been put in place to have at all.

Option E: Wrong
''Nor'' are not '' puts the sentence in a bad grammatical light, it offers no distinction between the usage of ''nor'' and ''not'' in the same sentence which are both negative words. It is grammatically collection and does not apply here.
