Antarctica receives more solar radiation than does any other place on Earth, yet the temperatures are so cold and the ice cap is reflective, so that little polar ice melts during the summer; otherwise, the water levels of the oceans would rise 250 feet and engulf most of the world's great cities.

the word "so" is required for parallelism and also to put stress on the performer of the activity "little of the polar ice melts during the summer"; performer here is "the temperatures are so cold and the ice cap is reflective".

Between B and C, C uses "or" i.e.

Antarctica receives more solar radiation than does any other place on Earth, yet the temperatures are so cold and the ice cap so reflective that little polar ice melts during the summer, or else the water levels of the oceans would rise 250 feet and engulf most of the world's great cities.

--> the temperatures are so cold and the ice cap is so reflective that.............
this construction clearly gives the meaning that sentence throws by clarifying the doer and the action.

Read the sentence after removing the non essential comma part (inclined above) that indicates the meaning that we dont want hence C is out.

B/C, B for being perfectly parallel :)
