While preparing for the month long trip to the Far East, it was decided that stops should be made at Beijing, Bangkok, Seoul and Tokyo.

a) ...
b) it was voted on and passed that stops would be made in
c) the group all decided that more time should be spending at
d) a unanimous decision was made by our tour group to visit
e) it was a unanimous decision that there should be stops in

Answer - D

What grammar rules are being tested in this practice problem?

Well to me the first thing being tested is the modifier because the sentence starts with a modifying phrase - While preparing for...... - ideally what follows the comma should be whoever has been preparing for this trip, i.e. the group. So the answer should've been C but the rest of C doesn't make any sense. While D is the best out of all the options, I don't think it will be correct on the GMAT.

Hi Ian,

What is the source of this question? Chanakya1 has properly pointed out that Modification is the first obvious rule that is tested in this SC, but the only answer that addresses the modification (answer C) uses an incorrect verb. The "correct answer" doesn't address the modifier correctly and it uses "passive voice" (which is usually incorrect).
