With the restriction given, you know the number will need to be 3 __ __ 5. So you only need to find the number of possibilities for the tens digit and the hundreds digit. The only numbers still available are 4,6, 7, 8, so you have 4 options for one of the digits. Then 3 digits remain as possibilities for the other digit. Just multiply your options 4 * 3 to find the answer is 12 or B.
