Seniority (years of service) should not be the basis of employee compensation. Employees should be promoted and given raises solely on the basis of their work performance and merit. That is a better way to encourage high productivity.

Of the all means in increasing the productivity, employee should be promoted
and given compensation on the bases of work performance and merit not on the
mere numbers of work experience I agree with author's stands which is
presented with my reason

the prime reason for this , the promoting a employee will accredit his or her work
and this will boost for higher productivity. We can see this when an employee is
promoted to higher levels with the increased pay , it has infused /increased high
moral in him which in turn increase his standard of work.

The second reason from my view is that it will set example for other employee to
follow the same work performance and it also the career ladder for the employee
that company have for its employees and shows that mere the years of service will
not do. For example in my limited company after increments paid on the basis of
the work performance and merit , the list of employee increased who received
increment which paved for the higher productivity and we have rolled out our
product before the deadline, in so we received best team award from our CEO

In sum even now some company giving weight's to the number year of service in
my point, i don't see this as prudent for the better productivity i go with author
statement .
