Not b-school (nor GMAT) but economics (GRE)

I'm from the Dominican Republic and I'm currently finishing a BS in economics at PUCMM (Santo Domingo). I'm very interested in studying in the US, but I'm a little worried because of my GPA (3.1). I want to do a M.S. in economics in Texas (the closest from Dallas, the better... My uncle lives in Plano and I'd stay there). I've seen many universities: Texas A&M, University of Texas at Dallas, at Arlington and at Austin. Although the latter is far from Dallas, I'd like to know my chances in getting accepted cause I really liked their program and is very well ranked. What are my chances in getting accepted in a Top 15 or 20?

Some extra information:

* I have an internship in the Central Bank of my country.
* I'm currently taking a ''Diplomado'' in econometrics and later IÂ´ll be taking another in mathematics for economics and finance (I'm not sure what's the equivalent for a Diplomado in US, maybe a Certificate or an Associate).
* I'm studying as hard as I can to crack the GRE.
* I'm teacher assistant in a macro and microeconomics class.
* My GPA is that low because at the beginning of my career I was a ''disaster''. My GPA has been improving from 1.9 (Not 2.9, but 1.9!!!) to 3.1.

I see this is a website for b-schools but I couldn't find the right one for my case. I hope you can help.
