A visa is def easier to get in canada. The only con is that there are less jobs.

With the dependent visa you may not work in the US nor Canada. Nevertheless, in Canada is much easier to change the status of dependant visa. She may either look for a job and with a job offer apply for the working visa or study a retraining and get the study visa. You may check for statistics and working opportunities in Canada. Specially in Toronto and the Ontario area I understand there is a high demand for professionals in certain specializations.

Hope this hellped.
