Usage of Comma

In a society without widespread belief in God,and increasingly without a shared set of common cultural values, he sees the potential for nihilism, the rejection of all religious and moral principles to the point that nothing matters.

I am doubting the comma before 'and'

without X and Y or without X and without Y.
In a society without widespread belief in god, Kelly sees potential for Nihlism. ???

Here increasingly can be made
Nihilism has great potential in a society without X and without much of a shared set of cultural values

Bracketing something by commas in that way makes it parenthetical. I think the sentence would be correct either way; without the comma, the two withouts are parallel.
