If I sent a school my score report the first time I took the GMAT but my highest score was the second attempt do they see that as well? I suppose my question is, am I actually sending them that score or just giving them access to any of my scores, not only the current one but any in the future as well.

They will see the highest score if you sent it to them the second time.
