If...
X = 1.1, Y = 1, then the answer to the question is NO
X = 1, Y = 2, then the answer to the question is YES

Statement 1: 2x < 3y
Rephrase one variable in terms of the other.
x < (3/2)y.
If y=2, then x<3.
Case 1: y=2 and x=1
In this case, x<y.
Case 2: y=2 and x=2.
In this case, x=y.
Notice that BOTH statements are satisfied by Cases 1 and 2.
Since x<y in Case 1, but x=y in Case 2, the two statements combined are INSUFFICIENT.
The correct answer is E.
