(1) At least 60 percent of the female students in Pat's class walk to school.
(2) The number of students in Pat's class who walk to school is twice the number of students who do not walk to school.

Statement 1 is not sufficient - we'd need to know something about male students.

Statement 2 tells us the ratio of walkers to not-walkers is 2 to 1, so 2/3 of students walk, and since we now know exactly what percentage walk to school, we can answer the question and the answer is B.
