Question stem, rephrased:
What is the value of (defective items)/(total number of items)?

Statement 1:
No information about the total number of items.
INSUFFICIENT.

Statement 2:
(defective) : (non-defective) = 32:5678.
32+5678 = 5710.
Implication:
Of every 5710 items, 32 are defective, while 5678 are non-defective.
Thus:
(defective)/(total number of items) = 32/5710.
SUFFICIENT.

The correct answer is B.
