1) SUFF
if p^2/q^2 is an integer,p/q will be an integer.
one way to check is by plugging in values.
the reasoning behind this is that when you sqare a number, all the prime factors get doubled. thats it. no other change. so p and q just contain half the number of prime factors in p^2 and q^2 resp.

2)SUFFIEICENT
(2n+4)/4 is an integer.
i.e. n/2 + 1 is an integer so n is an integer
