This gets into a topic called order of relevance. Basically, you should put the most important information first. Here it is the cost to the United States petroleum industry (cost comes first) not the United States petroleum industry's cost. Similarly, because of the way C is structured it puts the future cost projection with a present tense verb. This makes understanding the sentence difficult.
