One quick, easy way to handle this question is by plugging in the right numbers. If different numbers produce different answers to the question then the statements are not sufficient.

Statement 1:

Let's make x = 1 and y = 2 so .25xʸ = .25 and .25 < x. No.

Now try a larger x, so that the .25 is offset by a larger xʸ.

x = 10 and y = 2. .25xʸ = 25 and 25 > 10. Yes.

Insufficient.

Statement 2:

y was already even in the examples for Statement 1 and we got two different answers.

Insufficient.

Statements Combined:

We already combined the statements when working with Statement 1, and got two answers.

Insufficient.

The correct answer is E.
