What is wrong with E

I think in E, the clause after 'which' only refers to 1993, as if the transformation was in 1993 and not in the era between 1973 and 1993...

Not sure, tho - only starting out with the GMAT!

In B, "which" is clearly referring to the "era" but in E, "which" is ambiguous. What is it referring to?
