(1) R has the same area as S: not necessarily, e.g. 4 x 0.25 = 2 = 2 x 1
(2) The ratio of one side of R to one side of S is 2 to 1: not necessarily: we don't know what the ratio of R's sides are; it could be 1000:1

Combined: insufficient, eg: 4 x 0.25 = 2 = 2 x 1 matches 1 and 2 above, but the sides of the equation are not both 2:1.
