950. A private house in New York City is a building owned by an individual or individuals having less than eight units and no commercial space.

(A) a building owned by an individual or individuals having less than eight units and no commercial space
(B) one that an individual or individuals own with fewer than eight units and no commercial space
(C) a building with fewer than eight units, no commercial space, and is owned by an individual or individuals
(D) one that has fewer than eight units, no commercial space and it is owned by an individual or individuals
(E) one that has fewer than eight units, is owned by an individual or individuals, and has no commercial space

IMO:C

A->Having is modifying individuals.
B->Misplaced modifier.With is again modifying individuals.
D->and should join 2 parallel elements.Here and is joining a relative clause starting with 'that' and an independent clause.
E->C is more clear than E.

IMO C

"is a building with...." and " is owned by" form parallel structure talking bout the same thing "A private house in NY"

Break the sentence and then read......no commercial space doesnt fit as in option C

I got confused with B and E.

E seems to be more perfect.
"Native of" is used for a individual while "Native to" is used for a large group

IMO - E

the problem in C is -

A private house in New York City is a building with fewer than eight units, no commercial space, and is owned by an individual or individuals.

Read the underlined parts...is no commercial space. Its awkward

Couple of issues I see with C.

(C) a building with fewer than eight units, and no commercial space, and is one / a building owned by an individual or individuals

The above 2 parts in C are required to make the pieces parallel and meaningful.

question says "a private house" so no need of using "building" in the rest of the sentence so cross a and c. Cross B as well because a verb is required after that. Now we are left ith D and E. D has a misplaced modifier issue. The original sentence says that
A private house in New York City is one THAT
----->Has fewer than eight units, is owned by an individual or individuals, E perfectly placed modifier "fewer than eight units----? which is owned by either an individual or individuals"
----->AND HAS no commercial space
