“All groups and organizations should function as teams in which everyone makes decisions and shares responsibilities and duties. Giving one person central authority and responsibility for a project or task is not an
effective way to get work done.”

The idea of how groups are to be lead has been the cause for a lot of discussion. Some feel that teams should function entirely as they are, with no one central authority having responsibility or authority over another person in the group. Others feel that it is imperitive that there be someone "in-charge" of the group in order to ensure the success of the endeavor, whatever it may be. I feel that with any group, there should always be one person responsible for the group, its decisions, and in the end, the results.
A group where there is no central authority lacks the ability to make a decision in the interest of the entire group. Each person will ultimately make a decision based upon how the intended result will affect them, and not the entire group. With a central decision maker in place, they can function as someone who has an overview of the entire situation, and not just a small concentrated area.
Furthermore, where there is no central authority, there is no absolute accountability. In the event a project or team were to fail and fortunes were lost, or worse, physical harm was done to somebody, there needs to be someone held accountable for allowing this to happen.
Finally, with a central authority in place, a team can function more effectively in that the of the team members can concentrate on the function where they are most effective, while the central leader can handle the organizational items to ensure that the group can continue to work effectively.
In conclusion, I feel that no group can function effectively by simply relying on its members to handle all of the duties and responsibilities. All groups will be successful with a central authority that provides proper leadership with an overview of the entire situation, the ability to make decisions on behalf of the entire group, and accountability for the situation at hand.
