This is a paradox question. In a paradox question a contrast is presented. Inorder to resolve a paradox, you should consider both the points given in the question and not just one thing or in simple terms consider the cause of the paradox.

Option C is the only option that considers both the causes that is the nation - wide policy as well as the badgers. Hence option C is the right answer. It is not checking only 1 thing but option C checks both the options, hence the correct answer is C.
