As part of major renovations to Flowertown's Main Street train station, consultants to the train company proposed moving the station's entrance from its current valuable Main Street location to a low-rent adjoining side street and then leasing the high-rent entrance space to retail businesses. In that way, the train company could easily pay for those and all other proposed renovations without negative impact on its tight budget.

This question asks us to strengthen the consultant's proposal.

The consultants propose moving the Main Street train entrance, which is located in an expensive area, to a new, cheaper location. The former entrance could be rented out to gain additional income.

This proposal assumes that moving the train entrance to a new location will have no unforeseen drawbacks.

Answer choice (A) is irrelevant.
Answer choice (B) suggests that at least one of the potential drawbacks (fewer riders because of the chance in entrance) will not occur. This is a strong choice.
Answer choice (C), if true, suggests that there may be some vacancy in the high rent area. However this information, if anything, suggests that the plan may fail more than that the plan may succeed. Eliminate.
Answer choice (D), if true, suggests that moving the entrance would be expensive. This does not support the plan, rather it weakens it.
Answer choice (E) is irrelevant. It has nothing to do with the proposal.
