The following appeared in a memo to the Saluda town council from the town's business manager:
"Research indicates that those who exercise regularly are hospitalized less than half as often as those who don't exercise. By providing a well-equipped gym for Saluda's municipal employees, we should be able to reduce the cost of our group health insurance coverage by approximately 50 percent and thereby achieve a balanced town budget."
Discuss how well reasoned . . . etc.
In the above argument, author claims through research finding that those who exercise regularly are hospitalised less than half as often as those who don't exercise. So, they can cut the cost on group medical insurance by providing well-equipped gym and hence a well-balanced town budget can be achieved. The scope of the problem at hand seems to be limited.
These days, exercise or yoga is popularised to develop self energy and it can help to maintain better health. Saluda's municipal employee should go for exercise regularly to have a better health. Here, important thing is that one can keep better heath without or less visiting to hospital and not saving money. It does not mean that one will start saving much money on group health insurance. One should have better health insurance policy because nobody knows as future is unpredictable.
However, exercising and joining gym affect only 50% of investment in group health insurance. I believe such saving is negligible compared to what is required to achieve a balanced town budget. I believe business manager should think about other source of income rather than cutting on health insurance. They can expand their business to earn more money. They should look for other areas, which do not affect any of employees, employers or businesses, for cost cutting.
Exercising or joining gym is not the only parameters that can keep better health. There are several other parameters which author has failed to mention. Food is one of the important parameters that help to keep better health. One should take nutritious food, take mineral or purified water, avoid outside food, and have proper diet. One should take proper precaution as season or climate changes.
Author has failed to judge the top level managements. They might be corrupted and are manhandling some of the municipal funds, and hence it affected adversely on town's budget.
Therefore, I would say that Saluda's municipal employee should go for regular exercise and yoga, should take healthy food, and take precaution against climate for better health and I do not believe on cost cutting of group medical insurance. Saluda's municipal authority should seek for other source of income and cost cutting of different areas, which have negligible effect on employee. Saluda's municipal authority should also look into misuse of fund.
