To keep the sentence parallel, my choice is:
E. "Adam Smith's two major books are to democratic capitalism like "

As per my understanding the answer should be A.
Firstly to we need the idiom in proper format (x is to y what w is to z)
Only choices A and E satisfies this condition.

Now to maintain parallelism in the two part of sentence
"Adam Smith's two major books are to democratic capitalism"
&
"Marx's Das Kapital is to socialism"

It should be mentioned in the sentence what is being compared b/w the two which is explained only by choice E only "wrote".

In option A, the problem is with the modifier. It illogically says that "Adam Smith's two major books" were the leading figure whereas it is Adam Smith who is the Leading Figure.. This rules out option A.

Option E looks the best choice. Correct use of Idiom -- 'x is to y what w is to z'
