Relevancy of Achievements from School

I know that ad coms clearly state not to mention achievements from High School but I wanted to ask this: I have an A grade on a state level art exam which is recognised by the Government of India. The exam is rigorous and tests proficiency in 6 subjects and only the top 1% of the people appearing for the exam get an A grade. I appeared for this exam while in high school but since it is age no bar, you are competing against college students, freelancers and a whole bunch of people.

I wanted to know if I can mention this as an achievement. I have other achievements to highlight in my resume but would also like to include this to add another dimension to my profile.

Well, especially since the test is not a "high school" achievement (because you can take it at any age as you indicate), nobody says you have to emphasize when you took the test. Just tell them about the test and its prestige and that you did so well---no need to disclose how old you were when you took it. Clearly if they ask you, you should tell them, but it sounds to me like something you could navigate around and remove the 'problem' of it occurring while you were in high school. Just a thought.
