As far i remember will should be followed by simple tense verb not have--Eliminate

correct usage of future perfect tense & proper comparison of Black Executives with Black engineers and computer experts.
B,D,E are ruled out. D& E doesn't use future perfect tense. B is supposed to use infinitive verb(to start).
A& C are left out. Since the author intends mean Black engineers & computer experts have completed the action in the past, use simple past tense verb(did)

we need a point in future in order to use future perfect tense will have left. For e.g by the end of next year or 10 years from now . Within the next ten years signifies a time frame, for which , I think, we will have to use future tense. Hence, A, B, and C are eliminated.
so as to in E seems wordy. Hence will click D. Let's see
