Hi, I though the answer should be D) but the correct answer is C) -- could you tell me why D) is better than C)?



604. Repelled by bodily punishments such as maiming and branding, the idea of penitentiaries were reforms of the penal system by Quakers.
(A) the idea of penitentiaries were reforms of the penal system by Quakers
(B) penitentiaries were ideas for reform of the penal system suggested by Quakers
(C) Quakers suggested the penitentiary as a reform of the penal system
(D) Quakers suggested that the penal system be reformed as penitentiaries
(E) the penitentiary was suggested to be a reform of the penal system by Quakers

In D, penal system is singular while penitentiaries is plural. C correctly
uses penitentiary and penal system both of which are singular.

I thing D gets the meaning all wrong. It says that the penal sysyem be reformed as penitentiaries. The wrong things r compared here.
C gets it right by saying penitentiary system to be used as part of reform of penal system
If It Is To Be It Is Up To Me

I got stucked with this question

I feel that D is bgetter becoause of subjunctive mood

Suggest + that +....infinitive(without "to")

Please shed some light

C is more logical than D, furthermore, D has incomparable trouble: penitentiaries vs a penal system

According to me the answer should be D.
