I thought the answer must be D) but in 1000 CR is says C)..... Can anyone explain??

If D looks correct (it does, at first glance), the question-maker has been successful in tricking you!

Read again what is required.

What is given?
Survey shows declining drug use in high school seniors.
What do we want?
We want to conclude that drug use is declining in under-20 age group.

See the gap? Study is done for high school seniors, but conclusion is sought for under-20 age group.

What we need is a bridge which connects these two different groups. C provides exactly that. If C is true, we have enough facts to reach the conclusion we seek.
