The answer is A) but I thought was E)... Can you help?

Both get their meaning wrong. since what was respected was the communal ownershipand with E we get that the land was pre-columbian sine use of that immediately refer to the noun preceding it
D seems all wrong
Between A and B
The second half of B seems wrong And respected does not clearly indicate what it refers to
A it is clear what is being respected

Options B, C and D are simply not correct... they change the meaning of the sentence...

Option E: land was not having a pre-columbian form of ownership. The Mexicans were considering a return to a form of ownership that must be prevalent before. And so the the land was not the pre-columbian form of ownership...

You can say that it was some kind of a policy related to the land.

That is the difference, small but an important one...
