Despite protests from some waste-disposal companies, state health officials have ordered the levels of bacteria in seawater at popular beaches to be measured and that the results be published.

The standard answer is E. However, does E miss a "be" at end? Should it be "that the levels of bacteria in seawater at popular beaches be measured and the results be"

in 2nd statement, be is not required

Same applies to "to be" ..

in 1st sentence "to be" and in 2nd sentence, only "be" is required.

(E) that the levels of bacteria in seawater at popular beaches be measured and ("that" is missing) the results ("be" is missing)

Confused!!!!!! Please explain!

officials cannot order bacteria.. insane

Yes looks like 'be' is missing
