" will greatly reduce costs" should modify rate cuts and not the commission. In E, looks as if Commission will go and reduce the costs directly. However, actual meaning is Commission would reduce rates, which in turn would greatly reduce costs

D- Actual meaning, Govt prediction is for consumers that mean certain requirements, FCC would reduce rates. D changes the meaning..It says Govt prediction is about FCC rate custs
