I thought the answer was D) but actually A).... Why D) is wrong gramatically?

I think D) is incorrect because of the tense of the verb forbid. In the original sentence the present tense is used and in D) and E) the future tense is used. This distorts the original meaning of the sentence. The original indicates that a new contract currently forbids something as opposed to the last two which indicate that a new contract will forbid something in the future.

I also don't understand why B) is worng.... I dont see any gramatical violation..

I believe that the idiom is incorrect in B).

You have either

forbid X to Y

or

prohibit X from Y

B) mixes the two by using forbid X from Y which is considered wrong on the GMAT.
