A, B, C seem to have modifier issues. D has a subj/verb agreement issue - the increase is singular so 'were' is faulty.

I think D is correct, although the thread says that E is correct.

In E employees of railroad is wordy

Hwoever, in D if that is modifying wages than were is correct
if that is modifying the phrase "Increase in wages" then D is wrong and E is next best answer.

But, I recollect "in addition to " having no effect on SVA

d: that correctly refers to wages, but D is wrong as it is the increase that is requested rather than wages.

E makes it right

I agree with "Jatinder" option D is grammatically correct.

Here is why

"that" is a noun modifier and so the verb following "that" should immediately be based upon the noun preceding it.

That modifies 'wages", thats why "were" should be used. But D changes the meaning.

Hence E is the correct answer.
