In order to (idiom).....both against American and Irish competion

Eliminate C and E as 'which' should refer to act of 1698 and not to England.
D is awkward.
Between A and B, i would go for B.

Both x and y is correct idiom

Correct

C. In order to protect English manufacturers of woolen goods against American, as well as against Irish, competition, the Woolens Act of 1698 was passed by England
D. For protecting English manufacturers of woolen goods against American, as well as Irish, competition, England passed the Woolens Act of 1698
E. For the protection of English manufacturers of woolen goods against both American and Irish competition, the Woolens Act of 1698, passed by England ---Passive hence Wrong

IMO B. Which is correctly modifying the "Woollen's act of 1698"

IMO B

Idiomatically uses 'In order to...', correctly uses 'against both American and Irish competition' and perfectly 'which' modifies 'the Woolens Act of 1698'
