IDIOM + PARALLELISM

Idiom = consider

Option B and E use incorrect idiom consider to be

Supporters consider......while.. critics denounce. Correct Construction.

Hence D.

B uses considers X to be Y, which is incorrect.

Considers X as Y and Considers X to be Y are incorrect.
Is considers X to Y correct?

yes, whenever we have "consider" ,we never used infinitives like "to be"

i mean we never say "consider to be " or "considered as"

instead we say "consider " and directly the object ....

for e.g. here in D we suppoters consider tax breaks...vital tools

so, you can see no infinitives in between...

so, format is "Consider X Y"

read chpt 8, MG SC, you can see a small note about this

Other way is "to be" is always wordy...there are exceptions to...as "to be" is a form of "Being"
